New referrals to CSA’s Payee Program can be made by a case manager, family member, or facility.
  • Intake and applications are completed by phone.
  • Any paperwork needed will be emailed for signature.
  • Once finished, the application is sent to Social Security for approval.
  • Approval usually takes 4-6 weeks, but if benefits are currently suspended, Social Security may expedite the process.

As your Representative Payee, CSA follows Social Security’s guidelines to ensure your benefits are used appropriately and your finances are protected:

  • Covering essential needs — paying for housing, food, medical care, utilities, and other personal expenses.
  • Personalized budgeting — helping plan and manage funds to meet current and future needs.
  • Saving leftover funds — placing any remaining benefits in an interest-bearing account or other approved safekeeping for future use.
  • Reporting changes — notifying Social Security of any changes that may affect your benefits (such as address, living situation, or income changes).
  • Keeping accurate records — maintaining detailed records of all payments, disbursements, and financial activity.
  • Coordinating with others — working with social service agencies, medical providers, family members, and care teams when appropriate.
  • Providing reports — submitting required periodic reports to Social Security.
  • Returning funds when needed — returning any benefits that should not have been received or used.

CSA works closely with you to create a budget that fits your life. Typical expenses include:

  • Housing and utilities
  • Phone, cable, and internet
  • Food and groceries
  • Medical, dental, and prescriptions
  • Personal care items and clothing
  • Personal spending money
Bills are paid on the 1st or 3rd of each month. After expenses are covered, any remaining funds are sent to you for personal spending either weekly, bi-weekly, or monthly. Every plan is individualized to match your situation, and extra funds can also be requested when needed.

CSA receives your monthly benefits directly from Social Security, then the funds are deposited into a secure, FDIC-insured account. From there:

  • Your bills are paid on time.
  • Your personal spending money is sent on the schedule you prefer.
  • Additional funds can be provided when needed.

Yes. Community Solutions Alliance (CSA) is approved by the Social Security Administration to collect a small monthly fee for Representative Payee services. The fee is 10% of the individual’s monthly benefit, up to a maximum of $57 per month (2026 rate).
The fee is automatically deducted from the individual’s benefit and is regulated by Social Security.
